Tunisia – Sfax : A police officer dies during the evacuation of a building squatted by sub-Saharans

The emergency department of the Habib Bourguiba University Hospital in Sfax recorded, this Wednesday evening, the death of a security agent and an African from a sub-Saharan country.

The public prosecutor at the court of first instance of Sfax 1 and his official spokesperson, Hichem Ben Ayed, indicated in a statement to TAP, that “following a police raid, which occurred this evening, in a building in the center of the city of Sfax, squatted by a group of Africans from sub-Saharan countries, there were clashes between the two camps. This led to a sub-Saharan African falling from the roof of the building and dying on the spot.

Furthermore, a security guard also fell from the roof of the building while pursuing Africans, and died from his serious injuries upon his arrival at the Habib Bourguiba University Hospital.

The judicial source adds: “With the authorization of the public prosecutor's office at the court of first instance of Sfax 1, an investigative investigation was opened with a view to identifying the causes and circumstances of the above-mentioned incidents. »

For his part, the regional health director of Sfax, Hatem Cherif, indicated that “the African from sub-Saharan countries arrived deceased in the emergency room of Habib Bourguiba University Hospital. As for the security guard, he breathed his last as soon as he arrived in the emergency room, due to his very critical condition.

The same source adds: “An autopsy is currently underway at the forensic medicine service to determine the causes of death.

The official spokesperson for the Ministry of the Interior, Faker Bouzghaia, confirmed that security investigations into the incident of the death of a security agent in Sfax following the detention of several sub-Saharan Africans living illegally inside one of the buildings in the city centre indicated that the death of the security guard happened following a fall from the top of the building while he was chasing several ‘Africans on the run.

He emphasised that the fall was the result of a miscalculation on the part of the deceased security guard, denying what was circulating on social media that he was pushed from the top of the building.

The law permitting the importation of a second car as part of the final return of citizens abroad was recently signed into law, by Chapter 24 of the Finance Law for the year 2024. This was communicated by Brigadier General Shukri Jabri, the official spokesman for the General Administration of Customs and Head of the Operations Sub-Department of the Customs Guard Administration, today, Friday, June 21, 2024.

In a statement to Tunisie Numerque, Brigadier General Jabri noted that Order No. 370 of 2024 was issued in the Official Gazette, relating to fixing tax benefits for Tunisians living abroad and the conditions for granting them. He said that the new provisions include the allowance for citizens abroad to import personal belongings worth 5,000 dinars every year instead of the previous 2,000 dinars upon temporary return.

Additionally, in the event of a final return, the value of furniture allowed for importation has been increased to 50 thousand dinars instead of 30 thousand dinars. As for the FCR (Franchise en Douane), the new regulation allows for it to be utilized every ten years instead of only once previously, provided that the required conditions are met.

Brigadier General Shukri Al-Jabri also mentioned that among the new measures is the possibility of importing tourist cars, motorcycles, and cars for professional use, provided that their weight does not exceed 3.5 tons. Furthermore, the number of days citizens abroad can reside in Tunisia has been increased to 183 days instead of 120.

In Africa, Algerians paid the heavy bill with visa refusals in the Schengen area with more than 13 million euros for 166,200 rejected applications.

Then the Moroccans with 11 million euros lost for 136,300 requests rejected in 2023.

On the African continent, in total, Africans lost 56 million euros for 704 thousand Schengen visa applications rejected.
 

Tunisia – Pregnant woman and baby among migrants rescued at sea​

The General Directorate of the National Guard revealed that units of the Maritime Guard in the Sahel province were able, yesterday Thursday, to save at sea 47 individuals who were at sea to illegally cross the maritime border.

The general management indicated, in a press release published today, that its units obtained an urgent report reporting several boats damaged at sea and water infiltration, and that on board was a group of Tunisian migrants, including a pregnant woman and a baby.

The general prosecutor’s office authorized the Sfax 1 Court of First Instance to investigate 38 migrants of sub-Saharan nationality who defied and declined to heed the stop signals of maritime guard patrols. According to the statement, they also violently assailed several officers. This information was reported by Hichem Ben Ayed, public prosecutor and official spokesperson for the Sfax 1 Court of First Instance. He added that the first central anti-crime brigade of Ben Arous was mobilized to carry out the inquiries.

Detailing the case, while a Marine Guard patrol was conducting a sweeping and guarding operation in the Jebniana delegation at three o’clock in the morning as part of the fight against illegal migration, they found an iron boat carrying several irregular migrants from sub-Saharan countries. The migrants were ordered to stop but did not comply and instead tossed stones and heavy objects at the officers in an attempt to resist. They violently confronted the patrol agents and managed to seize a small maritime guard boat with agents on board. As a result, they were pursued, and the boat and the migrants were arrested. One of the officers attacked showed signs of violence.

 
4,100 illegal immigrants chose to leave Tunisia to return to their countries of origin in 2024

The International Organization for Migration in Tunisia announced that it had facilitated the voluntary return of 162 migrants from Tunisia to Burkina Faso earlier this week.

The International Organization for Migration said in a statement that since January 2024, more than 4,100 migrants have voluntarily returned home from Tunisia to 28 different destinations.

The organization stressed that this voluntary return was made possible thanks to the support of donors, noting that upon arrival, all migrants will benefit from support and reintegration assistance to rebuild their lives in their country of origin.

It is worth noting that during the year 2023, the voluntary return of 2,557 migrants from Tunisia to their country of origin was ensured, which represented an increase of 45 percent compared to the year 2022, when 1,614 migrants benefited from assistance for voluntary return and reintegration, according to the report of the International Organization for Migration.

However, a significant proportion of them see their immigration applications rejected. To answer frequently asked questions about the immigration process, Immigration and Citizenship Canada (IRCC) has released a new video series entitled “IRCC Explains”.

The Express Entry SystemExpress

Entry is an online system used by Canada’s immigration department to manage immigration applications for skilled workers.

This system aims to speed up the application processing process, allowing skilled workers to settle quickly and permanently in Canada.

Immigration Programs

To apply for immigration through Express Entry, candidates must meet the requirements of one of the following three programs:
1- Canadian Experience Class: This program is for skilled workers with Canadian work experience acquired in the three years preceding the submission of the application.
2- Federal Skilled Worker Program: It is for skilled workers with work experience abroad or in Canada.
3- Federal Skilled Trades Program: This program is designed for workers qualified in a skilled trade. Candidates must have a valid job offer or a certificate of qualification.

Application ProcessTo apply, candidates must first confirm their eligibility for the criteria of one of the Express Entry programs before submitting their profile. It will be ranked in the Express Entry pool using the Comprehensive Ranking System (CRS). The language proficiency test, conducted by an accredited organization, is a crucial step in this process.

Candidates must then prepare their file by providing all the necessary documents and completing their online profile. Candidates with the highest scores in the pool will receive an invitation from the IRCC to submit a complete application.

Processing times

Tunisia – Sousse : Dismantling of a gang organizing illegal migration operations

A patrol belonging to the Judicial Police Division in Sousse South, accompanied by patrols from the Rescue Police Service, the Public Road Service and a troop belonging to the Intervention Units Regiment, succeeded, on the night of Sunday, July 28 to Monday, July 29, 2024, in arresting two brothers who were planning to organize a migration operation from the beach of Sidi Abdelhamid.

A thorough search of their home revealed 13 life jackets, a marine compass, two pumps, two 20-liter plastic containers, two 2-liter bottles filled with gasoline, a flashlight, swimming tools, and two iron boxes containing a sum of money, amounting to 1,000 dinars.

After examination, the prosecutor’s office at the Sousse 1 Court of First Instance authorized the detention of the two suspects for “forming a consensus to organize illegal migration operations,” and investigations are still ongoing.

3,841 Tunisians obtained French nationality in 2023​

According to figures from the French Ministry of the Interior, 3,841 Tunisians, 6,737 Algerians and 8,007 Moroccans received French nationality in 2023. The number of Tunisians who obtained French nationality in 2023 was down compared to 2022 (4,473) and 2019 (4304).

Remark that the number of Algerians and Moroccans having obtained French nationality in 2023 was also down compared to 2019 and 2022.

Tunisia – Very high rate of refusal of Schengen visas for Tunisians​

Figures reported by the “Schengen News” site reveal that over 9 years (between 2014 and 2023), Tunisians spent about 447 million dinars to receive visas to enter the European area.

Political activist and former MP Majdi Karbaï noted today, Monday, August 19, 2024, that Tunisians pay substantial amounts of money to obtain travel visas, with no possibility of a refund if their applications are denied.

During his interview on a private radio station, Karbaï emphasised that intermediaries often take a portion of the fees, and some people are forced to pay significantly more to these intermediaries just to secure an appointment. He underscored that there are many issues, particularly regarding delayed appointments.

Karbaï pointed out that, according to Eurostat, Tunisia has the highest rejection rates for travel visa applications. He asserted that this situation is “subordinate to immigration policies and contradicts the Global Partnership Agreement signed with the European Union in July 2023,” which was supposed to facilitate the process of obtaining visas and promote the movement of Tunisians. Nevertheless, according to him, the figures and statistics show that these promises are nothing but illusions.

He noted that Tunisia ranks 13th in terms of the number of people applying for visas to enter the European Union, yet the rejection rate is so high that Tunisia could rank 2nd or 3rd among North African countries.

Karbaï also confirmed that despite completing all required procedures and submitting all required documents, some Tunisians were shocked upon arriving in Italy to find that their visas had been cancelled, resulting in their immediate return to Tunisia without any explanation.

The rejection of visa applications also extends to students, with the number of rejected applications reaching 500 last year.

 

Arab Barometer: 46% of Tunisians thinking about immigration, according to survey o_O

The results of a survey conducted by Arab Barometer reveal that 46% of Tunisians are considering emigration from 2023 to 2024. This survey included seven Arab countries in the MENA region.

The results for Tunisia indicate that 71% of those who want to immigrate or are thinking regarding immigration are young people (18-29 years old). 60% of those who are thinking about immigration have a university level.

Economic motivations represent the primary reasons for leaving the country for 89% of those who wish to immigrate.

Tunisians who think of immigration to France (31%), the USA (3%), Germany (22%), Canada (20%) and Qatar (5%) as preferred destinations.

Note that 42% are thinking of immigrating illegally.

Immigration : Montreal completely closes its doors… except for a few “lucky” ones

Canada is not paradise but it remains the world champion of immigration, with a goal of 1.5 million new arrivals on the national territory. The music is quite different in the French-speaking province of Quebec. The latter intends to play its own score and the least we can say is that the change is radical: the local government is suspending its Temporary Foreign Worker Program (TFWP) in the Montreal region for 6 months…

The information was reported on August 20, 2024 by several local media outlets including Radio-Canada. A cold shower for the many migrants who were eyeing a work contract in the French-speaking region of Canada. The latter, which already shone with its very particular reception policy, is distancing itself even more from the federal government of Canada.

This temporary suspension of entries will be effective on September 3 and will concern foreign workers wishing to settle in the Montreal region through the TFWP, managed directly by Quebec. The measure affects new files and renewal applications under the TFWP. Note that at the end of 2023, these workers represented 20% of the nearly 60,000 beneficiaries of this program.

However, some sectors are exempt from the TFWP freeze; only jobs paying less than $57,000 per year are affected, with an exception for sensitive sectors such as health, education, construction, agriculture and food processing. These sectors are facing a glaring labor shortage, so there is no question of closing the floodgates. For all others, temporary work permit applications are being shelved and will remain there for at least 6 months.

It should be noted that the TFWP is the only immigration program that is entirely controlled by Quebec, which means that Quebec is the only one in charge; the federal government has no say in the matter. However, Ottawa does have a say in the consequences for the labour market. National authorities are required to ensure that the admission of a foreign worker will not negatively impact the Canadian labour market.

The five people were preparing to surreptitiously cross the maritime border. Two boats and their accessories, two air pumps, 4 chests and a compass were seized.
 

National Guard reinforced with 3 Italian patrol boats, 3 more soon​

Tunisia received this Wednesday, August 28, the first 3 Italian patrol boats devoted to reinforcing the strike force of the Tunisian National Guard and monitoring maritime borders, the Italian agency Nova reported.

The patrol boats were delivered to the Marina of Gammarth, in the presence of the Secretary of State to the Minister of the Interior in charge of National Security, Sofiene Bessadok, the Director General of External Relations and International Cooperation at the Department of the Interior, Mohamed Khemaies and the Director General of the National Guard, Hassine Gharbi.

The batch was handed over by the Italian Ambassador to Tunis, Alexandre Prunas, alongside an emissary from the Italian Ministry of the Interior, Sébastien Bartolotta.

It should be mentioned that this delivery is one of the parts of the memorandum initiated in December 2023, which mentions 6 renovated military vessels of the Guardia, a project financed to the tune of 4.8 million euros.

These boats were supposed to depart last June but local NGOs had filed an appeal against this operation. The Italian government finally won its case on July 6, 2024… 🙃
